so why were they "forgotten" in the PC Version?

Not forgotten, intentionally left out.

Gives us more to complain about.

Seriously, the games were developed by different teams.

A few more weapon options would have been nice for the PC version.

It's more complex and time consuming to add weapons in GRAW PC then the 360 version even for the devs I'm sure. The 360 version is just a 3rd person model(which can be much lower res and detail), where all scoped in views are the same and no iron sights. Most animations can be re-used for similar weapon types.

In the PC version Grin chose a very "realistic" approach to the weapons for better or worse. From what I can tell, even aiming down the ironsights or scope, the character model needs to be posed to look down the actual weapon in order to aim properly. What this means is, every weapon needs it's own animation set beyond the basic reload, equip, unequip you see in most first person shooters. If you ever take a peak at the animations forlder for the upacked bundle, you'll see lots and lots of anim files referring to different poses for each weapon.

My opinion is they just didn't have enough time to add more weapons since it's such a complex process involving not just the weapon but the actual character animation as well. I just wish they'd release a little more info on how to line up the sights correctly. Until they do that or someone figures it out, most new model weapon mods are just kind of hacks and retro fits. If they were hoping modders would add to the content, they need to be a little more up front about the process. Most of what's in the available tutorial was known before it was released. The only thing of use was the actual 3d files and they don't give any indication on how to line up the sights, nor do I think they have anything to do with it.

The weapon system in GRAW is excellent, but very time consuming to add to and still hasn't even been fully figured out.

Would it not produce a better result to take the extra time to add the other weapons rather than have us winging that there isnt enough weapons to coose from? lol

I think you're right. But then, sui317 is right as well, it would have caused an uproar due to the delay. There already was an uproar due to other delays. I wish I had more time to fiddle with it.
