The answer to your question is "yes".

The way weapons and uniform skins are added to this game is really very simple. A folder is added to the "local" folder in your GRAW main directory and you are ready to play.

It was very common when I was skinning for Deadly Dozen and Line of Sight for clans to ask for several sets of skins to match all the new maps that were being created. For example, one was in sand, another in the woods, another in winter with snow. Obviously the uniforms could not be the same and look realistic...so 3 sets of uniforms were needed.

In the case of GRAW I would just create a folder on my PC named "GRAW MODS" and then create indivdual folders for each type uniform/weapons mod I needed. When I wanted to change to winter, for example, I would just copy my "winter" mod of uniforms and weapons and paste it into the "local" folder in the main directory. Instant change!

At the present time the folder that contains everything you need for the mod is named "english" or, for some people who create skins, "mods". The use of the "english" folder requires the player to make no file changes....just paste in the new one. The use of "mods" requires you to go into a game file and make a change...easy to do, but some people just don't like to mess with editing game files.
