The simple reason is, that developing a game must be profitable for Ubi and GRIN. Developing a Game is a great risk and development costs raising with the requirements of the customer! So if we want a next version of GR on PC this game must be a commerial success no matter of how many kids will play the game or not. If the level of gore is reduced for that effort then I'm fine with it. If you don't have a teen rating (16+) here in Germany you can stop selling it, because no online shop will offer the game and advertisement is restricted.
