Why not make it yourself, it's very easy.

Just open the map in the lightingtool, delete the lights you don't want, add the lights you want. Save as new map-file. Change ENV.file/MIS file. Done.

EL_OSO made a simple tutorial once about the lightingtool.

Yeah just for the lighting you don't need Photoshop. But for any change to an RSB-texture you'll need Photoshop (or Paintshop I believe). Say you do a night to day conversion there's a chance the ground texture is too dark and then you could brighten it up in Photoshop.

But how would it look if I went day to night? Would the textures look good. Also where can I find EL_OSO's tutorial? I looked in the Recon page and couldn't find it.

BTW--If I wanted to change a map to a rainy version, could I use the skyboxes from another map?

The textures wouldn't play to much matter as they will become darker when you use the lighting tool on the map, but you should change the skybox. You can do this under the enviroment editor in Igor. The tutorial by El_Oso is pinned on the top here in the map modding forum.
