I think I figured it out. There were entries in the modsset.txt file in the \Ghost Recon directoryfor mods that I had installed the first time I installed the game. When I deleted the entries, the game worked perfectly. But I was not satisfied at that, and wanted to re-create the problem for the benefit of all. I installed the Sniper Armoury 1.2a and One Shot One Kill. he game worked a couple of times, then quit starting again. I have Ghost Recon and te 1.3 and 1.4 patches installed. All of a sudden, the game stopped starting... When I try to start it, it checks the CD, but does not continue to load the game. When I check the task manager, is indicated that ghostrecon.exe and ~f39a36.tmp are running, but I can't switch to the game. If I try to run it again, another instance of each shows up in the process list. I uninstalled the game and deleted al registry keys and reintalled the game.
