On the first question...........It says in the Beginning Igor Guide about making your person act like a sniper and if you dont have this guide get it, it is great help.......... It goes like this -Movement ROE set to All Costs -Alertness locked into Combat -Stance locked into Upright (optional) -Combat ROE locked into Suppress -Cover for infinite duration (must be last plan step) And a Station must be created to closely match the Cover Arc in the Plan This should make him act just like a sniper On the second question.............. I have no clue
