Yup, if you go to his missions the second one is locked...

I already killed two head bosses and I did El Sueño's proposition mission. I want to go after El Sueño now (don't mind the bad ending), but there is no new El Sueño mission...Am I missing something?

Exactly, but 2 bosses are dead and I did proposition mission but the next mission hasn't shown up...
