I am also having the same problem, that GR Gold Edition won't load under Windows 8.1. Installed GR & 1.3, then DS, IT & 1.4. I see the GR title screen, the CD-ROM spins up, then nothing happens, as GhostRecon.exe crashes with no error message. Tried downloading that options.xml file, but it is unavailable.
Changing your desktop resolution to 1280x760 worked for me, it's the first chinema in the game that can't handle high resolution.
