I experienced the same problem when running Ghost Recon on Windows 7 x64. Removing the options.xml file fixed the problem. I tried changing some options until I realized that setting Z Buffer Depth to 24 bits (default is 16) resulted in the multiplayer menu hanging problem. Going back to 16 bits fixed it but the quality is worse.
Not sure why this is happening. I think it used to work on 24 bits Z Buffer before.
Does this "fix" work for you?
Edit: You have to restart GR after changing Z Buffer Depth, otherwise it won't work for me.
Edit2: Setting Z Buffer Depth to 32 bit in options.xml (in the config screen it's greyed out) seems to fix the hanging issue, while keeping good quality. Problem is fixed for me. Maybe something changed in latest nvidia driver?

Glad to hear that it worked for you.
Not sure if it's the same issue. Seems like anilsehrawat is using intel gfx and the symptoms seem different. Anyway, it's worth a try.
I've no clue why this is happening, to be honest. I thought it has to be something network related since it only froze in multiplayer menu and there is no 3D going on. I was actually joking about murphys law and that is has to be an option which doesn't have anything to do with networking at all. Imagine the look on my face when I found out what option triggered the bug
So maybe it is a nvidia issue. On the other side I'm pretty sure I've played coop using exact same configuration just before this happened. Maybe I'll try downgrading nvidia drivers to check. This really puzzles me...
