Is there an official Microsoft reason for their not supporting modding? Is it an anti cheat stance? The only reason I can think of is that modding extends the life of a game so you are not as compelled to go and buy a new one.

Only as a spectator. Watching my brother play Joint Operations on my PC the other night, I realised what a great looking game it was, the detail and brightness of the visuals was a treat to behold, but I never ever notice that during the intesity of a game.
