As far as US Marines in the Gulf with "woodland cammies," those are in fact MOPP Suits (NBC Suits) with woodland camouflage. Most of the Marines there have desert camouflage, mostly being the 3-tone camouflage while the lucky ones have gone out and acquired MARPAT Desert cammies.
As a Marine, I can tell you that the Corps' has always been on a limited budget. On average, the USMC only gets about 10% of the defense budget. If you contrast pictures between US Army soldiers and Marines you'll never see woodland MOPP suits on the Army. They've got the $$$
As far as the casualties go, in
