The first is a weapon release that is exclusive to orders placed with Game. The weapon can be download via Xbox Live using a coupon code from Game, more details on that over on the Game GRAW2 page. The second unlock is for custom headgear. This bonus headgear is available to Xbox 360’s that have Rainbow Six Vegas and/or Splinter Cell Double Agent game saves present. The various conditions under which the headgear can be unlocked is explained in Ubisoft’s press release copied in our forums here, where you can also view some of the bonus items as they appear in game.
