Pretty understandable that you would like to make your own maps, instead of using the stock maps, but....
1) You will have to use 3dsmax. I think it is the only program you can use for map making for GR.
2) Pretty expensive. You don't have to have the most recent version, as GR is 10 yrs old, but still.... Version 4, 4.2 and 5 will do

If it all seems a bit overwhelming, you might want to use some custom maps that others made? Custom maps. A good thing is mention the creator if you release a mission based on their map.

I believe 3ds is over 3,000 dollars? I may be way wrong, but that's what I've seen some places.
Nope...you might be right! Like I said, it's pretty expensive!
The alternative is looking at the custom maps and see if there is something there that will suit your needs?

Don't think making my own maps is work going to prison because I can't pay off my debts.

I know it would take a lot of effort to make a map and even if you are able to make one, it will be hard to get it just the way you want. Not even mentioning the costly software needed.
I made some weapon models for GR (ages ago!) and it was pretty hard to get my head around 3dsmax. With good tutorials I managed to make some cool things, but I never got around to make maps myself.
And you said it, IGOR is free! With the stock maps and custom maps, there are lots of things you can do give them a complete make-over.
