I've used multiple profiles in split-screen before. I'm not sure why you can't.

You need a Gold account for every profile, to play online. But, you should be able to pick multiple profiles for split-screen local play.

Wow, do you think there is a possibility that this was an intended feature of the DLC's pricing? I don't think so. But, it is a nice side-effect of the pricing.

I host 16-player rooms and rarely ever drop people. I just spent about 6 hours today in someone elses 16-player room, and he never dropped anyone. But, I also have been in rooms that frequently drop people too.
