How do you allow specialist skins in MP?

Ok, I was hoping since the skins all ready existed in the game there might be a universal way that did not require all other players on the game to have to have the MOD active but I gues that's cool. Do you know if a MOD doing this has ever been posted anywhere all ready? -
If this has been covered I am sorry am new to this and tried to search but it was uncooporative. I want to know how you would unlock the existing specailist skins to select in a MP game. or to make customs skins available in a MP game?
